Governance and Financial Systems:

The Mars colony at this stage of its evolution would have a socialist democratic economic and governmental structure that also ensured constitutional rights, a degree of checks and balances, and a legal system to handle disputes and criminality.

There would also be a bureaucracy of departments focused on key areas of the colony like education, power and life support, communications, mining and manufacturing, medical, transportation, and law enforcement, among others.

The colonists would be supplied with a Universal Basic Income (UBI) to ensure adequate access to essentials, as well as being able to earn additional income based on their skills, criticality, and contribution to the colony.  The UBI would be variable based on the size of the household, but the additional income would be based on the individual and their contributions.

Eventually, as the colony grows in size and starts to resemble a standalone community rather than an Earth-supported outpost, it will start progressing economically, starting with pursuing things like tourism, trade with scarce metals, and data exchanges.
